employment laws.......Disability Issues?

I am 25 year man.i was born without male genetalia which doesnt bother me cause i have accepted it.I recently started work for the Local Authority where my hours are from 9am-5pm Mon to Fri.But for the first couple of hours each day we just sit around scratching our b*s....so in theory couldn't i just start at 11am,do i have a case
